How to Apply for a Certificate of Conduct (VOG) in the Netherlands

A Certificate of Conduct (VOG) is an official document that proves you have no criminal record that would be an obstacle for a specific job or task. As a foreign resident in the Netherlands, you can apply for a VOG in different ways. The method you choose depends on your personal situation. Below, we explain the three main options.


1. Application via Your Employer

If your employer requires a VOG from you, they can initiate the application digitally. You will receive an email with a link to complete the application. This is a fast and efficient way to obtain your VOG.

How does it work?

  • Your employer submits the VOG application online via MijnJustis.
  • You receive an email with a link and an application code.
  • You log in using DigiD, verify your details, and pay the application fee of €33.85 via iDEAL.

Requirements:

  • You must be registered in the Dutch Personal Records Database (BRP).
  • You need DigiD and a valid email address.

2. Application via the Municipality

If you are registered in the BRP and need a VOG, for example, for a visa application, you can apply at the municipality (gemeente).

How does it work?

  • Download and complete the application form.
  • Make an appointment at the Civil Affairs department of your local municipality.
  • Bring the completed form and a valid ID.
  • Pay the application fee of €41.35 at the municipality.

Important: If you do not have a signature from the organization requesting your VOG, you must include a document proving they require it, such as an email or letter.

3. Direct Application via COVOG

If you are not registered in the BRP but still need a VOG, for example, for a foreign employer, you can apply directly through the Central Organization for Certificates of Conduct (COVOG).

How does it work?

  • Download the application form for non-residents.
  • Fill out the form completely.
  • Send the completed form along with:
    • A copy of your valid ID
    • A proof of payment of €41.35
    • To vog.np.rni@justis.nl

Important: If someone else submits the application for you, they must include a power of attorney form and a copy of their ID.
