How to Apply for a Non Criminal Record Check

When you are faced with international screening requirements – for example for a new job, visa application, license application, or adoption – you will quickly come across the term Non Criminal Record (NRC) or U.S. background check.

But what exactly is this document, how does it differ from the Dutch Verklaring Omtrent Gedrag (VOG), and how can you apply for it, for instance in the United States?

What is a Non Criminal Record?

A Non Criminal Record is an official document that proves you do not have a criminal record, or that no criminal offenses have been registered against you. This document is often required if you have lived or worked abroad for a certain period of time.

For Dutch citizens who, for example, have spent time in the United States, a U.S. background check is usually requested. This is the same as an FBI Criminal Background Check, also known as an Identity History Summary.

Difference with a VOG in the Netherlands

In the Netherlands, we have the Verklaring Omtrent Gedrag (VOG). This document is issued by the government and shows whether your past behavior poses a risk for a specific job or task.

The main difference:

  • A VOG is job-specific and assesses whether previous convictions are relevant to the role you are applying for.
  • A Non Criminal Record is a general overview of your criminal background, regardless of the position.

When Do You Need a Non Criminal Record?

An NRC or U.S. background check may be required in the Netherlands in several situations, for example:

  • Security clearance: if you are going to hold a position of trust and must undergo screening.
  • Employment screening: with employers who require additional checks, especially in sectors such as finance, healthcare, or education.
  • Visa applications or immigration.
  • Adoption or foster care: when authorities also request background checks from countries where you have lived.

Differences Between Countries

Not every country uses the same terminology or procedure:

  • United States – FBI Criminal Background Check or Identity History Summary.
  • Canada – RCMP Criminal Record Check.
  • Singapore – Certificate of Clearance (COC).

Each country has its own application process, requirements, and processing times.

How to Apply for a Non Criminal Record in the U.S.?

If you need a Non Criminal Record for the United States, you must apply through the FBI. This is officially called an FBI Criminal Background Check. The process runs directly through the FBI and consists of a few clear steps:

Step-by-Step FBI Application

  1. Submit your application online
    Go to the official FBI website and start your application. You will fill in your personal information and pay the application fee ($18).
  2. Receive email confirmation
    After registering, you will immediately receive an email from the FBI with confirmation and further instructions.
  3. Have your fingerprints taken
    The FBI requires original fingerprint cards (FD-1164). These must be taken professionally (for example at Fingerprints & Screening). It is important that the cards are ink-based and clearly legible.
  4. Send documents to the FBI
    Send your fingerprint cards by courier (for example FedEx or DHL) to the FBI Criminal Justice Information Services (CJIS) in the United States.
  5. Receive your results
    Within about 10 business days after the FBI has received your fingerprint cards, you will receive your Identity History Summary digitally via email. If desired, you can also request a printed copy by mail.

How Does This Work in Practice?

In practice, this means you will need to:

  • Have a valid passport.
  • Have your fingerprints taken professionally.
  • Complete and check all your personal information and address details.
  • Send the documents directly to the FBI.
