How to apply for a Hong Kong Police Clearance from the Netherlands
The Hong Kong government is known for procedures that can sometimes be strict, unclear, and inflexible. This also applies to applying for a Hong Kong Police Clearance (CNCC), where requirements may change or be enforced more strictly than expected.
Although we have prepared this step-by-step guide as carefully and up to date as possible, based on official information and our experience, we can never guarantee 100% that an application will be approved. The final decision is always made by the Hong Kong Police.
Step 1: First, check why you need it
Before you start: the Hong Kong Police only issues a CNCC if it is required for an official purpose, such as:
- Visa / immigration
- Work permit
- Official adoption or immigration procedure
You must be able to prove this with an official request letter from the relevant authority (for example an immigration authority, consulate, or employer). This letter must state that the CNCC is required and include the address where the certificate should be sent.
Step 2: Gather the required documents in advance
Before starting the online application, make sure you have the following ready:
- A copy of your passport (or other valid travel document)
- An official request letter from the authority requesting the certificate (including the address where the result must be sent)
- If the application is for a partner or child: documents proving your relationship
- If required: official translations of documents into English or Chinese
The police will also require original fingerprints, but this step comes after your online application has been submitted and accepted.
Step 3: Submit your application online
You must submit your application via the official Hong Kong Police online platform: https://www.es.police.gov.hk
Through this platform you will:
- Complete the online application form
- Upload your documents (passport, request letter)
- Give consent for fingerprinting
- Pay the application fee (approximately HK$ 311)
Step 4: Wait for confirmation
After submitting your application, you will receive confirmation whether your request has been accepted. If accepted, you will receive instructions regarding fingerprinting.
Step 5: Have your fingerprints taken
Once your application has been accepted, you must have a full set of original fingerprints taken by a recognized authority in the Netherlands. This must be a law enforcement agency.
Important: the Hong Kong Police requires original fingerprint cards, so make sure the fingerprint card includes:
- An official stamp
- The name of the officer or technician who took the fingerprints
- In addition, the company or authority that takes your fingerprints must provide a copy of their law enforcement license, along with a sworn translation into English or Chinese.
Step 6: Send your fingerprint cards to Hong Kong
You must send the original fingerprint cards by post (preferably registered mail or courier) to the CNCC Office in Hong Kong. The address will be provided after your online application has been accepted. The Hong Kong Police will then continue processing your application.
Step 7: Wait for the result
Once Hong Kong has received and processed your fingerprints:
- If you do not have a criminal record: the CNCC certificate will be sent directly to the authority you named in your application.
- If there is a criminal record: you will usually receive a notification yourself.
