If you are currently living in the Netherlands but need a Police Clearance Certificate (PCC) or Certificate of Good Conduct from Uganda, you can still arrange this without traveling back. The Uganda Police Force, Directorate of Interpol and International Relations, has made the process partly online. Below is a step-by-step guide.

Step 1: Register online

Go to the official Uganda Police portal: service.upf.go.ug/certificates.
Create an account with a valid email address. You will need to confirm your email to activate the account.
Log in and select New Applicant → Certificate of Good Conduct / Police Clearance Certificate.

Step 2: Complete the online application

Fill in your personal details (fields marked with a red star are mandatory).
Select the type of certificate you need.
Submit the form to generate your Payment Registration Number (PRN).
For applicants outside Uganda, payment is only possible by Visa or Mastercard. The current fee is 30 USD.

Step 3: Prepare and send your documents

Since you are outside Uganda, you cannot attend the fingerprint capture session in Kampala. Instead, you must send the following documents by courier to the Director of Interpol & International Relations, Uganda Police Force (Kampala):

Original fingerprint impressions taken on official fingerprint cards (you can make an appointment here).
Scanned copy of your valid passport (bio-data page).
Scanned copy of your exit visa from Entebbe International Airport (if available).
Application letter addressed to the Director of Interpol and International Relations, requesting the PCC.
Proof of payment (copy of your online payment receipt).

Step 4: Track your application

After sending the documents, log back into your account at service.upf.go.ug to track the status of your application.

Once processed, the certificate will be issued by the Uganda Police Force.

Step 5: Receiving your PCC

Since you are living in the Netherlands, you often cannot collect the certificate in person in Kampala. In that case, there are two safe options:

Authorized representative: you can authorize someone you know and trust (a family member, friend, or colleague) with a written authorization letter and a copy of your ID to collect the certificate on your behalf. This is common practice in Uganda and is accepted by the Police Force.

Courier service: some applicants arrange with the Uganda Police Force or through a reliable courier (e.g., DHL or FedEx) to have the certificate sent directly abroad. This may take a little more time and money, but it is a safer option if you do not have someone locally available.
